6 июня 2025 года Пучков Максим Игоревич обратился в Национальную Ассоциацию Морских Агентов, членом которой компания Валрус является с 2019 года, с разработанными им Стандартными Агентскими Условиями 2025.

Условия имели целью вывести отношения между судовладельцами и морскими агентами в порах РФ из состояния полного бесправия последних в правовое поле, а также решить серьёзнейшие проблемы:
- Определение Free Pratique применительно к нашим условиям (влияние на чартер);
- Определение Inward Clearance Formalities;
- Определение Cargo Manifest / Ship Manifest;
- Аварийные случаи и приведение судовладельцев в обязательство по работе с ними;
- Определение Port Clearance (влияние на оплату долгов);
- Определение финансовой ответственности судовладельца;
- Введение Maritime Lien в практику.


За основу Условийбыли взяты:
- BIMCO-FONASBA Agency Appointment Agreement;
- Scrutton on Charterparties and Bills of Lading;
- Legal Principles in Shipping Business
и другие материалы из области Port Agency, the Law and Liability.

11 июля 2025 года, после консультаций с членами НАМА, дополнений и уточнений, внесённых активными морскими агентствами, Стандартные Агентские Условия 2025 были приняты и опубликованы на сайте https://moragenty.ru/page60601817.html

6^th June 2025 Maxim I. Puchkov / Walrus, being a member of NAMA since 2019, had offered wrought by him Standard Agency Conditions 2025 to National Association of Shipping Agencies (NAMA, member of FONASBA).

The Conditions were to bring the relations between ship owners and ship agents to the field of international law and to wipe the serious gaps out:
- Definition of Free Pratique as applied to our terms (impact on charter);
- Definition of Inward Clearance Formalities;
- Definition of Cargo Manifest/Ship Manifest;
- Accidents and obligating shipowners to deal with them;
- Definition of Port Clearance (impact on debt payments);
- Definition of shipowner financial requirements;
- Introduction of the Maritime Lien into practice.

The base for the Conditions became:
- BIMCO-FONASBA Agency Appointment Agreement;
- Scrutton on Charterparties and Bills of Lading;
- Legal Principles in Shipping Business
and other materials out of Port Agency, the Law and Liability.

On July 11th, 2025, following consultations with NAMA members, additions and clarifications made by active ship agencies, the Standard Agency Conditions 2025 were adopted and published on the website https://moragenty.ru/page60601817.html
